PayPal Prepaid Top Up Card - PayPal: The Safer, Easier Way to Pay Online
 
The PayPal Top Up Card prepaid card is available to purchase by anyone over the age of 16 living in the UK.  You do not need to be a PayPal account holder to purchase the PayPal Top Up Card but you do benefit from being a PayPal account holder - for example, it is free to top up the card online using your PayPal account, but you will be charged 1 to top it up elsewhere (such as at the Post Office).  There are no transaction fees and no monthly fees and you can use the card at home or abroad wherever you see the Visa logo.  Note that there are fees associated with the PayPal Top Up Card - including the overseas transaction fee of 2.75% of the value of the purchase made. 
 
There is also a 3 charge for withdrawals on overseas ATM machines, and a 2 charge for withdrawals on UK ATM machines.  Some ATMs have additional charges so look out for those as well.  The Card Purchase Fee is 4.95 which will be deducted from the first value loaded on to your card.
